Call for Artists

In partnership with Port Everglades, Broward County, Florida, Broward Cultural Division’s Public Art & Design Program is seeking to commission one artist or artist team (Artist) to design fabricate and install artwork at the new Port Everglades Heron Garage located at the intersection of Eisenhower Boulevard and SW 20th Street, Fort Lauderdale, FL. Primary artwork opportunities may be located on the five-story stair tower connecting the north and west elevations of the building and visible from Eisenhower Boulevard. Additional opportunities may be identified in collaboration with the design team. Artwork shall be visible to motorists traveling both northbound and southbound on Eisenhower Boulevard. The artwork shall help establish an artistic sense of place for Port Everglades visitors.
The artwork should be a hand painted mural, make a bold statement and have a 3-dimensional quality. The artwork may be pleasing to the eye – not jarring, not disruptive, not frightening. Primary artwork opportunities may be located on the five-story exterior stair tower. The stair tower walls to receive the artwork are respectively 22′-11″ wide on the North side and 9′-6″ wide on the west side for a total height of 70′. Artwork concepts shall be easily recognizable to Port’s visitors traveling by car, on Eisenhower Boulevard, at a 25 MPH speed.
An Artist Information Meeting will be scheduled by the County for the shortlisted artists to discuss possible artwork opportunities in consultation with Port Everglades’ staff. The shortlisted artists will receive additional information about the project including maps, photos, and architectural drawings of the Heron Garage’s approved design.
Project Design Parameters
The installation of the artwork must not damage existing structures or Port property. Port Everglades operates during daylight hours and nighttime viewing of the artwork will be limited. Artwork that can only be visible at night will not be appropriate for this project.
The selected artist shall visit the site, attend kick-off meeting, and coordinate artwork location with Heron Garage design team, as applicable. Additional interaction with Port’s representative, engineers, and general contractor may be required.

Art Project Budget
The total budget established for this project shall not exceed $200,000. The budget must include Artist’s design fee, presentation expenses, insurance, artwork installation, wall preparation, protective paint topcoat, conservation professional review of proposed materials and application methods, artist’s contingency, and all applicable taxes. Travel related expenses and lift rental shall also be included in the Artist’s total budget. The rental must be coordinated with Port Everglades Public Works. The budget shall also include collaboration via phone or in person, and meetings with County agencies.
This Call to Artists is open to professional artists eighteen years of age or older, residing in the United States or having the ability to work in the United States and who have not been previously selected for a Broward County project in the past 10 years, and have demonstrated experience managing projects with a budget of $25,000 or more. Further, artists shall have experience coordinating project installations with construction project managers, and related contractors, engineers and architects, as needed, based on the project scope of work. Only applicants who meet these qualifications shall apply for this project.
The Broward Cultural Division manages the application process. An Artist Selection Panel (Panel) will review the applications. This Panel includes a member of the Public Art & Design Committee, arts professionals, and an agency and community representative. The Panel shall review the applicants and select a shortlist of shortlisted artists based on the excellence of previous work of similar scope, as demonstrated by the visuals and other submission materials. The Panel will also consider the versatility and appropriateness of the media in which the shortlisted artists have demonstrated proficiency, as it relates to the scope of this project.
No more than three (3) applicants will be shortlisted by the Artist Selection Panel. The shortlisted artists will have approximately one (1) month to prepare a conceptual design proposal for review by the Artist Selection Panel. Each finalist will be paid a $1,500 honorarium to develop a conceptual design proposal for the project. This presentation shall be conducted via videoconference. Shortlisted artists’ proposals must include a written narrative, estimated project budget, and visual materials (optional models) necessary to convey the initial concept or approach to the project. Proposals, including models/maquettes, become property of Broward County and will not be returned. Shortlisted artists must submit one (1) digital copy (PC compatible media) of their full presentation five (5) business days prior to the scheduled date of the shortlisted artists ‘ interviews. The County reserves the right to re-issue this Call to Artists, to reject any and all responses to this Call, and to reassess and negotiate the design proposal with any qualified artist selected for this project.
This Call to Artists is an open and limited Call. Open Call, meaning that any artist may submit credentials or proposals, subject to any requirements established by the Artist Selection Panel or the Committee. Limited Call, meaning that artists may be invited by the Public Art and Design Committee or Artist Selection Panel to submit credentials or proposals at any time throughout the selection process.
